With global sovereign debt exceeding $97 trillion and annual interest payments consuming hundreds of billions that could otherwise fund healthcare, infrastructure, and other projects, the contrast between sovereign savers and sovereign debtors has never been more consequential. You will analyse debt-to-GDP ratios, opportunity costs, and the policy choices that separate nations building wealth from those accumulating liabilities.

The course concludes with an emerging leadership framework — drawing on the deliberate institutional choices made by Norway, Singapore, Kuwait, and Botswana to identify the qualities that define economies with leadership who build enduring national institutions.
